Purpose
To establish a consistent and reliable process for ensuring timely and accurate reporting of Restraint Time Out and CPI Holds.
Description
This procedure is designed to maintain the safety, transparency, and parent/guardian notification of Restraint Time Out and CPI Holds.

Who’s Responsible

Each instance of Physical Restraint (CPI Hold), Time Out, or Isolated Time Out must be documented and maintained in the student’s temporary record using the ISBE Physical Restraint and Time Out Form.
TCI Holds cannot be used in the District.

The Principal must be notified of a CPI hold or Time Out as soon as possible, but no later than the end of the school day in which the use of the intervention occurred.
School Staff

Administration must make a reasonable attempt to notify the student’s parent or guardian on the same day the physical restraint (CPI Hold), isolated time out, or time out is imposed.

The Principal or the Assistant Principal must notify the Executive Director of Student Services the same day a CPI Hold or Time Out occurs and email a copy of the ISBE Physical Restraint and Time Out Form to restrainttimeout@rlas-116.org.

The Executive Director of Student Services will notify the State Superintendent of the Physical Restraint or Time Out via the ISBE Student Information System no later than two days after the incident.

If a student experiences instances of physical restraint, time out, or isolated time out three times within a 30-day period, the team must initiate a meeting to review:
The effectiveness of the procedures used;
A review of the student’s functional behavioral assessment;
Preparation of an individual behavior plan for continued use of these interventions or the use of other, specified interventions; and
May also consider the potential need for placement in an alternative program, placement in special education, or a change in placement.

Review meeting notification:
Must invite parents/guardians;
Provide 10 days notice of date, time, and location;
Notification must inform parents/guardians of student’s potential need for special education services, an alternative program, or for eligible students - a potential change in programming; and
If the student has an IEP, an IEP meeting will satisfy this meeting requirement.
